He is convinced a woman he develops a crush on is part of a resistance but she's just a concerned citizen. Sam Lowry hears there are terrorist organizations bombing in his city on the news which is just a coverup for the overwrought bureaucratic society that keeps everything at a standstill, he encounters a rogue plumber that acts as a ninja who comes off as belonging to a resistance group but he is actually part of a plumbers union that works outside of the books to keep the city functioning so it doesn't cause itself to explode. Whenever there is a large public explosion it is not actually a bombing but the badly wired systems behind every wall. In the film's novelization, his name is spelled as "Garret" instead of "Garrett".There are no terrorists/resistance in Terry Gilliam's Brazil, the crazy serpentine seemingly living guts of air hoses, mail chutes and electrical wiring is constantly malfunctioning throughout the entire movie.It may be revealed in future deleted scene releases or the next movie. Garrett was in a scene filmed at the pizzeria that was not shown in the final film edit.Others speculate he possessed Balloon Boy.The music box tune playing at the end of credits, along with the voice spelling out “Come Find Me” have led many to speculate that Garrett is the Puppet reaching out to Mike, and that a potential FNAF 2 movie will explore this.Although Afton's other known victims have gone on to possess most of the animatronics featured in the film, it is unknown if Garrett ever possessed an animatronic or simply passed on.Garrett is the only known victim of Afton whose ultimate fate has yet to be revealed.
